As regular readers of my blog will be aware, I think that Andreas Malm, even where I disagree with key points of his argument, is one of the most stimulating Marxist authors on environmental politics. So it was with eager anticipation that I looked forward to this new publication “one the dangers of fossil fascism” that Malm has co-authored with the network the Zetkin Collective, a group of scholars and activists “working on the political ecology of the far right.”

The book does multiple things. It opens with a study of the far-right and fascist movements and looks at their “anti-climate politics” and asks “what would it mean to live in a world both hotter and further to the right” than it is today. It argues that the far-right’s fixation with anti-climate views is closely tied to its anti-immigration perspective and the way that developing capitalism associated technology (and particularly fossil fuel technologies) with white supremacy. The authors argue in the introduction:

“[The book] traces lineages of resurfacing ideas and contends that white skin and black fuel have been coupled for long time — indeed, machines powered by fossil fuels were infused with racism from the very first moment of their global deployment. The European incubator for skin and fuel was an empire… It is out contention that one cannot understand recent developments [of the far right] or their possible continuation and aggravation, without such a longer view.”

Much of the first part of White Skin, Black Fuel is a study of the reality of far-right politics. This links various aspects of conspiracy theory (white replacement) and Islamic takeover, with wider hatreds of immigrants and Muslims with anti-scientific and views that can only be described as pro-fossil fuel industry on climate change. The discussion of the specifics of these ideas are detailed and for anti-fascist readers they are at times depressing ∞ detailing the extent to which they have become mainstream. Shockingly the growth of the far right and the mainstreaming of their arguments around climate and immigration have pulled the center left towards them. The authors note, for instance, that in Denmark, the social democrats “came close to another line of reasoning: in a warming world, it is even more imperative to patrol borders and send people home” as a result of the growth of the far-right.

Convoys, Rallies, and a Three-Way Fight Approach within a Union Context

Meanwhile, as we go to publish, the police in Ottawa have stepped up the banning of the Convoy from areas around Parliament and the city. Attempts to stop the Convoy protests by police have now seen the police using chemical sprays and flash grenades with a growing number of the Convoy supporters being arrested – 3WF

The ongoing trucker convoy, which has occupied parts of downtown Ottawa and other neighborhoods for several weeks, has been met with a widespread sense of demoralization among the left (an equivocal term that I will disambiguate below). Participants in the convoy present themselves in opposition to vaccine mandates, but we must note that these actions are the latest iteration of a strategically and tactically fluid covid-denialist movement, which has manifest over the last two years as anti-lockdown, anti-vaccination, anti-mandate, and anti-mask. It is a movement which has also, from its very beginnings, drawn membership and support from far-right movements.

The Convoys

In what I follows, I will look at three smaller events that took place in Vancouver, British Columbia. The first two events I will examine are convoys. They were organized by a group called Action4Canada. On February 5th, a convoy billed as the “Langley Freedom Convoy” was disrupted by counter-protestors and cyclists, who blocked the convoy at several different intersections. The counter-protest was one of several actions organized to meet the smaller, mostly mobile trucker convoys in various cities across Canada. The express intent of the counter-protestors was to block intersections in order to reroute the convoy away from the hospitals in the Vancouver core. (Some intersections might also have been chosen to subsequently reroute the convoy away from the Downtown Eastside). Perhaps the most effective chokepoint occurred when cyclists blocked the convoy as it headed westbound on Terminal Avenue. As a local journalist pointed out, there’s a two-kilometer stretch of Terminal where drivers can’t exit down side streets, and at the end of that stretch they were blocked and deadlocked. The convoy had to reverse out with assistance of police. Some of the convoy made it downtown, and I have seen social media posts showing that they were blocked or rerouted (with different degrees of success) at no fewer than four different intersections.

Interestingly, the destination for the “3rd Lower Mainland Freedom Convoy” on February 12th was the 176 St. border crossing in Surrey, BC, far from the Vancouver city core. The change in destination may be an attempt to avoid the disruptions of counter-protests. The fact that these groups target border crossings and challenge the RCMP—at this particular event several vehicles successfully broke through police barricades—shows that while police sympathies for the covid-denialist movement are frequently documented in, for example, Ottawa, these convoys are willing to engage in system-oppositional actions.

Perhaps the safest observation—one made by many—about these events is that there is a stark contrast between the police response to convoy actions and those of leftist or Indigenous movements, which are typically suppressed long before they would reach a similar critical mass. On that note, the counter-protest action on February 5th might have been the strongest leftist action in the Vancouver region since the Wet’suwet’en solidarity blockades two years ago—though it did not match the scope or intensity of those actions.

A Tale of Two Mobilizations: South Asian Truckers Build Class Solidarity, “Freedom Convoy” Builds Fascism

Over the end of January and into the first weeks of February 2022, the Canadian state’s otherwise sleepy capital, Ottawa, became a focus of international attention as thousands of truckers and their supporters drove into the city as part of a far Right mobilization calling itself Freedom Convoy 2022. That such a large far Right force could occupy the downtown of a major city for weeks raised alarm among residents and observers and kicked of numerous questions and debates among anarchists, leftists, and working class people more generally. What was the makeup of the convoy? Were they actually working class? What did the mobilization say about the failures of unions and the political left? What sorts of organizing was required to counter the growth of the far Right in Canada over the last several years?

At the same time as the Freedom Convoy was organizing and then carrying out its occupation, other mobilizations of rank-and-file truckers were also taking place which targeted specific companies and making and winning demands that directly benefited truckers—with little to no media attention or discussion. These trucker mobilizations were organized by South Asian truckers (predominantly Punjabi) and they pose compelling models for rank-and-file organizing, and community solidarity, and real working class answers to the questions raised by the Freedom Convoy.

Canada has been rocked in recent weeks by the "Freedom Convoys" that have descended on the nation's cities and blocked border crossings across the country. Bryan D. Palmer maps the political and social composition of this new alt-right uprising.

Everything happening in the United States comes to Canada, only a little later and a tad more politely. The rage that erupted in a Presidential-endorsed riot in Washington on 6 January 2021 has now exploded to the north. Fueled by a confused swirl of resentment against the array of pandemic protocols that all advanced capitalist states have invoked to curb and contain Covid-19 – including vaccination passports, mandatory masking, business lockdowns, and cross-border restrictions – so-called “Freedom Convoys” have descended on the nation’s capital Ottawa, holding the city hostage. US-Canada border crossings have been blocked in Ontario, British Columbia, Manitoba, Saskatchewan, and Alberta, and the convoys have staged sporadic protests across the country, from Fredericton, New Brunswick to Surrey, British Columbia.

Ostensibly led by “truckers,” the mobilization has generated international attention. Copy-cat movements are springing up around the world, with Wellington, New Zealand besieged, Washington, DC threatened, and the Los Angeles – hosts of the recent Super Bowl LVI – worried that they would have had to face the blaring horns and diesel-fume spewing tractor trailer rigs of the “No Mandates: Freedom Now!” crusade. In Europe, Paris and Brussels are currently targeted by the vehicular brigade, although Macron’s gendarmes, fresh from street battles with the gilets jaunes, have indicated they will brook no blockades.

“Freedom” in the face of the pandemic we have all been living through has a nice ring to it. But the politics of these Canadian convoys do not. They are animated by a Breitbart-like appreciation that destabilization of the status quo is the first step in halting the rush to a Marxist-inspired, totalitarian world order and the restoration of a political economy of acquisitive individualism. You do not have to scratch too deeply below the surface of the leadership of this movement to discover alt-right conspiracy theories, Q-Anon claptrap, and racist anti-Muslim and white supremacy sensibilities. Twitter chatter has dubbed this mobilization the FluTruxKlux.

The Right’s Fantasy of a “Marxist” Threat: A review of Mark R. Levin, American Marxism (2021)

This book is popular on the right. Its thesis is that there is a Marxist movement (or set of movements) which is taking over much of U.S. society. Marxists supposedly dominate public schools, universities, the media, teacher unions and other unions, the anti-racist movement, the ecological movement, business boardrooms (!), and the Democratic Party—and therefore the presidency and Congress. This is mad on the face of it, yet American Marxism has been a best seller for weeks. Its author is a Fox tv performer, a former part of the Reagan administration, and the author of a series of books. Personally I find the book poorly written and illogical, stuffed with lengthy quotations from friends and foes, yet obviously many people like it. Therefore it is worth looking at.

There are some things which Mark Levin gets right. Marx’s theories have been used as rationalizations and ideologies justifying “the enslavement, impoverishment, torture, and death of untold millions” (p. 243). It may be argued that this was not Marx’s intention, and that his world view was originally based in radical democracy and the emancipation of the working class—and that there has always been a minority of Marxists who have held to this vision. It may be claimed that his analysis of how capitalism works is highly useful (I agree but Levin strongly dissents). However this may be, Marxism has repeatedly led to bureaucratic-totalitarian states which oppressed and murdered millions of workers, peasants, and others.

Many on the Left have admired and even worshipped these repressive regimes and their Marxist leaders. For example, recently, on July 11th, thousands of Cubans nationwide demonstrated and the Communist state repressed their protests. Yet part of the Left offered its support to the Cuban state (as did the leadership of Black Lives Matter). Some Leftists, such as Bernie Sanders, opposed that state’s crackdown, but many others were silent at best. They “changed the topic” to the evils of the U.S. quarantine. This is an important issue, but the reason Cuba was in the news was the popular demonstrations.To focus solely on the crimes of U.S. imperialism, and not offer solidarity to the Cuban protestors, was shameful. However, this does not justify Levin lumping all oppositional movements together as “Marxist” and authoritarian.

What Germany’s Effort to Leave Coal Behind Can Teach the U.S.

In late September, just before the German parliamentary elections, the Alternative für Deutschland held a large campaign rally in Görlitz, a picturesque city of about 56,000 people across the Neisse River from Poland. I was making my way down a narrow street toward the rally when I entered a square that had been dressed up as Berlin circa 1930, complete with wooden carts, street urchins and a large poster of Hitler.

Görlitz, which was barely damaged in the Second World War, often stands in for prewar Europe in movies and TV shows. (“Babylon Berlin,” “Inglourious Basterds” and other productions have filmed scenes there.) It was a startling sight nonetheless, especially since, a few hundred yards away, a crowd was gathering for the AfD, the far-right party whose incendiary rhetoric about foreign migrants invading Germany has raised alarms in a country vigilant about the resurgence of the radical right.

In fact, at the rally, the rhetoric about foreigners from the AfD’s top national candidate, Tino Chrupalla, was relatively mild. Germany’s general success with handling the wave of more than a million refugees and migrants who arrived in the country starting in 2015 has helped undermine the party’s central platform. Chrupalla moved on from migrants to other topics: the threat of coronavirus-vaccination mandates for schoolchildren, the plight of small businesses and the country’s desire to stop burning coal, which provides more than a quarter of its electricity, a greater share even than in the United States.

Coal has particular resonance in the area around Görlitz, one of the country’s two large remaining mining regions. Germany’s coal-exit plan, which was passed in 2020, includes billions of euros in compensation for the coal regions, to help transform their economies, but there are reports that some of the money has been allocated to frivolous-sounding projects far from the towns most dependent on mining. Chrupalla, who is from the area, listed some of these in a mocking tone and told the crowd that the region was being betrayed by the government, just as it had been after German reuni­fication, when millions in the former East Germany lost their jobs, leading many to abandon home for the West. “We are being deceived again, like after 1990,” he said.

Such language was eerily familiar. For years, I had been reporting on American coal country, where the industry’s decadeslong decline has spurred economic hardship and political resentment. In West Virginia, fewer than 15,000 people now work in coal mining, down from more than a 100,000 in the 1950s. The state is the only one that has fewer residents than it did 70 years ago, when the U.S. had a population less than half its current size — a statistic that is unlikely to surprise anyone who has visited half-abandoned towns such as Logan, Oceana and Pine­ville. Accompanying the decline has been a dramatic political shift: A longtime Democratic stronghold, West Virginia was one of only 10 states to vote for Michael Dukakis in 1988; in 2020, it provided Donald Trump with his second-­largest margin of victory, after Wyoming, which also happens to be the country’s largest coal producer, ahead of West Virginia.

Fighting fossil fascism for an eco-communist future

The West Coast of North America is, once again, on fire. Last month, Phoenix, Arizona, recorded temperatures of 46 degrees Celcius five days in a row. A new record. Every afternoon, the surface temperature of concrete and tarmac climbed to 82 degrees Celsius — hot enough to cause third-degree burns. In California and Texas, where temperatures were marginally lower, energy grid operators feared a prolonged heat wave would wreak havoc on energy infrastructure, forcing a repeat of last years’ rolling blackouts. For many dependent on air conditioning to stay cool in the sweltering heat, this would cause health complications or even death.

North America’s ongoing heatwave follows months of dry weather across the West Coast that have established the conditions for a summer of unprecedented water shortages, crop failures and wildfires. California and Arizona’s wildfire season started unusually early. One of Arizona’s first fires roared for four days, incinerating 27 square miles of countryside and forcing the evacuation of two townships. As this interview is prepared for publication, more than 60 wildfires are raging across the West Coast, some two times the size of Portland. As has become commonplace in the US, state officials are sending prisoners in to tackle the flames, paying them as little as $1.50 an hour.

Already this year Pakistan and Northern India have been wracked by temperatures reaching 52 degrees Celsius. While the small town of Lytton, 124 miles outside Vancouver, hit 49.6 degrees Celsius, the highest temperature ever recorded in Canada. Meanwhile, Brazil has suffered under its worst drought in 100 years, sending food prices spiraling upwards. At these extremes, life as normal is suspended. People die. Ecosystems collapse. And out of the disarray, reactionary social forces make their move.

Through a toxic combination of long-established anti-immigrant and racializing tropes and a regressive denialist climate agenda, far-right parties and social movements are exercising increased influence across Europe and the Americas. The Zetkin Collective’s White Skin, Black Fuel: The Danger of Fossil Fascism charts the rise of these movements and ideas and, with an eye to the horizon, forecasts the emergence of “fossil fascism.”

Zetkin Collective member Andreas Malm’s most recent individually authored works How to Blow up a Pipeline and Corona, Climate, Chronic Emergency, were rapidly-written conjunctural analyses of our intersecting ecological, epidemiological and political predicaments. Both books sought to drive a red-and-green wedge into conversations about capitalism’s breathless trajectory towards ecological collapse and the limits of prevailing strategies among elements of the capitalist core’s climate movements.

While none of the urgency of these works is lost in White Skin, Black Fuel, it drops into the background as a richly detailed analysis of the interrelations of racial capitalism, fossil fuel extraction, nationalism and climate breakdown takes precedence. The book is an example of engaged scholarly research at its best. A clarion call to movements and a forceful reminder of the reactionary forces that are stacked against us as we fight to realize an eco-communist future.

Green is the new brown: ecology in the metapolitics of the far right

In France, the far right’s acknowledgment of environmental threats serves a racist and nationalist agenda. This narrative is fed and spread by the far right metapolitical sphere, which revives a conservative and Malthusian conception of ecology along the nature-territory-identity trinity. This essay recounts one of their colloquiums on the topic, titled “Nature as a base”.

“The economy devours the society, the economy does not meet humans’ needs any longer, and humans now have to work to satisfy the needs of a growth that has gone mad. […] The means of life are destroying life itself, and the obsession for an infinite growth on a finite planet has become the first threat to humanity.”

This certainly sounds like a quote taken from the work of a degrowth scholar. Yet, these words were pronounced by Hervé Juvin, the head candidate of Rassemblement National (the main French far-right party), when invited to a public radio channel to present the ecological ambitions of the party in the weeks previous to the to the 2019 EU Elections. After being elected as an MP, he later defended “localism” as the only worthy solution to the climate crisis. As he put it, beyond the economic sovereignty concern, localism appears to be first and foremost about countering “the fall of the diversity of human societies” in front of “the uniformisation” caused by “naïve globalisation”.

Juvin’s words on public radio are representative of several dynamics at work. The first is the normalisation of the presence of the far right and its characteristic themes in the public debate. This contributes to the progressive conquest of the political and media spheres by the categories and obsessions of the far right. The second, which feeds the first, is the metapolitical enterprise initiated by the French far right in the late 1960s around the GRECE (Research and Study Group for the European Civilization), later referred to as the Nouvelle Droite (New Right) movement. This enterprise has been embodied by the thinker Alain de Benoist and his publications. The choice of metapolitics is the one of a cultural fight, outside of parliamentary politics. The underlying belief is that ideological transformation is a precondition to political change, a transformation that takes the shape of a battle of ideas waged today by and through numerous media outlets, organisations and key personalities.

In the wake of the counter-hegemonic thought of Antonio Gramsci, these metapolitical actors claim to be “Gramscians of the Right”, fiercely combatting a cultural hegemony perceived as neo-Marxist, in which a mishmash of feminist, anti-racist, LGBTQIA+, and anti-capitalist struggles go hand in hand with the defence of a “globalist ecology” and its climate justice demands. The third visible evolution is that the issue of ecology has be seemingly moved to the forefront of the preoccupations of parts of the French far right. On the parliamentarian side this is marked by the 2019 EU elections and the Rassemblement National ambitions to create an “ecological civilization in Europe”, whilst in the extra-parliamentarian sphere it reawakens a dormant theme.

In this context, in 2020 the Institut Iliade devoted its annual colloquium in central Paris to the topic, under the title “Nature as a base – for an ecology the right way up”, [La nature comme socle – pour une écologie à l’endroit] . This Institute “for the long European memory” is a sort of heir to the GRECE, a think tank that gathers numerous personalities of the Nouvelle Droite and works, by means of trainings, publications and conferences, for the “awakening of the European consciousness”, calling for “the defence of our civilization” in front of “the great replacement”. This trendy conspiracy expression refers to the alleged phenomenon of ethnic and cultural substitution, a “replacement” of the white European population by not only non-white people but, most dangerously, Muslims. This obsessive assumption is picked up and used today by the quasi-totality of the French far right, from the Rassemblement National to the Identitarians and the royalists of the Action Française. But it also spreads through public opinion. A survey proves that this belief, which can seem ludicrous at first glance, has managed to convince almost one in four French people. The influence of the metapolitical soft power of the far right should not be underestimated.
